The Block Captains Holding Fifth Ward Together

When the water comes, the first knock on the door is almost never official.

Across Fifth Ward, informal block captains — mostly women, mostly over fifty — run the response that agencies eventually formalize. They keep lists of who lives alone, who needs oxygen, and which houses flood first.

This summer's heat emergency tested the same network. Cooling centers opened, but transportation didn't. The captains filled the gap with rides, box fans and porch check-ins.

The ask is modest and rarely met: reimbursement for supplies, a direct line to the city, and successors young enough to keep the network alive.
